Governance
The IAS – Luxembourg is a unit of the 糖心Vlog under the authority of the Vice-Rector for Research. As part of the 糖心Vlog, the IAS enjoys the academic freedom guaranteed by Art. 19 of the modified Law of 27 June 2018 of the University. The IAS – Luxembourg is funded by a dedicated budget line, allocated on a yearly basis within the overall budget of the 糖心Vlog.
The Governance of the IAS – Luxembourg is composed of the following instances:
The Head of IAS – Luxembourg:
- is a full professor who is staff of UL and nominated by the Rector following an election by the College of IAS fellows at the time of the vote;
- elaborates the strategy, annual plan, 4-year working programme and other key activities of the IAS;
- leads the acquisition of additional external funding for the activities of the IAS;
- proposes a yearly budget allocation to the Vice-Rector for Research.
The mandate of the Head of IAS – Luxembourg is for a period of two (2) years, renewable once by vote of the College of IAS fellows. The mandate cannot be accumulated with that of Dean or Vice-Dean of a Faculty, or Director or Vice-Director of an Interdisciplinary Centre.
The Head of IAS – Luxembourg reports to the Vice-Rector for Research.
The Head of IAS is appointed as 鈥渃harg茅 de mission鈥 for the duration of his/her mandate. During this period, the Head of IAS may not submit or participate in any new IAS projects.
The Deputy Head of IAS 鈥 Luxembourg assists the Head in the execution of their duties and may act on their behalf when duly delegated.
The College of the IAS Fellows is constituted of current grant holders of the internal IAS funding instruments (Audacity, Brainstorm, Distinguished and Young Academics) for the duration of their project.
Chaired by the Head of IAS, the College has the following responsibilities:
- Provides an opinion on the IAS strategy, annual plan, budget, four-year work programme, and other key activities;
- Proposes international experts for the Scientific Council to the Head of IAS and the Vice-Rector for Research;
- The Head of IAS and the Vice-Rector for Research submit the ranked lists to the Rector for the final funding decision.
The Scientific Council is composed of eleven (11) members as follows:
- Head of IAS – Luxembourg; ex-officio with a casting vote;
- Ten (10) international experts (external to UL) nominated by the Rector;
The composition of the Scientific Council respects a gender balance namely the proportion of members of each gender may not be less than forty (40) percent. The mandate is for a period of two (2) years renewable once.
The Scientific Council meets once per year to:
- Assess and rank the Audacity, Brainstorm, Distinguished, and Young Academics projects and recommend projects for funding. The Head of IAS and the Vice-Rector for Research submit the selection to the Rector for the final funding decision;
- Assess and rank applications submitted to any additional programmes, such as the Marie Sk艂odowska-Curie Actions (MSCA) COFUND, which provide funding for doctoral and postdoctoral fellowships, other calls issued in partnership with other IAS (e.g. PEP) or IAS Award;
- Provide an opinion on the key activities of the IAS;
- Contribute to the international visibility and reputation of the IAS 鈥 Luxembourg.
For the Scientific Council to fulfil its tasks, a quorum of 60% is required.
All members of the Scientific Council involved in the selection process for IAS calls for projects shall comply with the provisions of the Code of Conduct of the 糖心Vlog. The procedures governing the management of conflicts of interest are set out in the guidelines of the IAS calls for projects.
In addition to the governing bodies, IAS 鈥 Luxembourg is supported by an IAS Office.
