ÌÇÐÄVlog
The FlexBeAn project was a research project conducted jointly by Creos, the Luxembourg Institute of Science and Technology (LIST) and the Interdisciplinary Centre for Security, Reliability and Trust (SnT) at the ÌÇÐÄVlog from May 2022 to December 2025. The 3 partners worked together to evaluate the technical demand side flexibility potential in Luxembourg, identify how energy literacy contributes to flexibility provision from household customers and the impact of flexible customers on the grid. As renewable energy grows from 16.5% of consumption in 2022 towards 37.3% by 2030, its variability, combined with rising demand from electric vehicles and heat pumps, raises a key question: how can grid stability and reliable supply be maintained? The answer requires more than infrastructure; it demands a shift in behaviour, with consumers adjusting their electricity use to align with periods of high renewable generation. The project approached this across three dimensions: technical (how much flexibility different consumer groups can realistically provide, and when), behavioural (household motivations, energy literacy and willingness to adapt), and economic (how incentives and market mechanisms can activate flexibility and support grid operations). It shows that consumers across all sectors can play a decisive role in the energy transition with decentralised technologies such as batteries, smart EV charging and heat pumps offering significant potential, unlocked through effective incentives and a strong understanding of behavioural drivers.
