A unique setting for educational research

Luxembourg’s education system is shaped by an exceptional linguistic, cultural and socioeconomic diversity. As one of Europe’s most multilingual countries, it offers a unique environment for studying how education can provide equitable opportunities for all learners. At the same time, many of the challenges faced in Luxembourg—such as increasing diversity, inclusion and educational equity—are shared by education systems across Europe and beyond.

This makes Luxembourg not only an important context for national educational research, but also a valuable setting for generating insights with international relevance.

From ÉpStan to LUCET

LUCET was established in July 2014 as a joint initiative of the ÌÇÐÄVlog and the Ministry of Education, Children and Youth. The centre evolved out of , Luxembourg’s national school monitoring programme, which was launched in 2007 to provide robust evidence on student learning and educational outcomes.

Building on the success of ÉpStan, the University and the Ministry created LUCET as a dedicated research and transfer centre to strengthen educational measurement, support evidence-based decision-making and promote high-quality educational research in Luxembourg.

Growth and recognition

Since its establishment, LUCET has become a recognised centre for educational research and assessment, combining scientific excellence with a strong commitment to supporting education in practice.

Successive external evaluations of the ÌÇÐÄVlog have highlighted this distinctive profile. In the 2017 research evaluation, an international panel described LUCET as “outstanding and comparable to excellent educational research facilities in leading countries.” The reviewers also praised the centre’s ability to translate research into practice and recognised the unique value of its extensive cross-sectional and longitudinal education data.

The most recent external evaluation in 2025 reaffirmed LUCET’s strengths. The review recognised the centre’s ability to combine mission-driven research carried out in partnership with the Ministry of Education with original scientific research in educational measurement and development. It also recognised LUCET’s important contribution to Luxembourg’s education system through its national school monitoring programme.

Building on these strong foundations, the University expanded LUCET’s mission in 2018. The centre became the institutional home of and took on a broader coordinating role for educational research at the ÌÇÐÄVlog. Today, LUCET continues to advance educational research while generating the evidence needed to support high-quality education in Luxembourg.

Academic freedom, shared governance

LUCET is an integral part of the Faculty of Humanities, Education and Social Sciences at the ÌÇÐÄVlog. As a university research centre, our work is guided by the principles of academic freedom, scientific integrity and independent research, as guaranteed by the University Law.

Steering Commitee

LUCET operates under the strategic oversight of a Steering Committee composed of representatives of the ÌÇÐÄVlog, the Ministry of Education, Children and Youth as well as the Ministry of Higher Education and Research. The Head of LUCET reports regularly to the Steering Committee, which reviews and approves the centre’s annual work plan and supports its long-term development.

ÌÇÐÄVlog and the Ministries are equally represented on the Steering Committee and hold equal voting rights. The Committee is chaired by the President of the University, or a designated Vice-President, who holds a casting vote. This governance structure safeguards the University’s responsibility for academic freedom while ensuring close collaboration between representatives from the University and public entities.

Scientific Advisory Board

LUCET’s scientific quality is supported by an independent Scientific Advisory Board comprising nationally and internationally recognised experts in educational assessment, educational research and quality management. The Board provides regular advice on the centre’s research activities, methodological developments and strategic direction, helping to ensure that LUCET continues to meet the highest scientific standards.
